What's it to be?

This should tell us for sure if Iran wants nuclear power for energy purposes, or has intentions of building nuclear bombs. In any case, it should open up the road to further sanctions if Iran refuses the offer.

I'm betting weapons is what they are after, so this proposal will go by the wayside. I'm not sure it's a good idea to make such offers to outlaw countries because it sets the stage for international extortion by any any number of despotic leaders.
